What Do The Indonesian Cables on Wikileaks Reveal?
Someone asked me whether I thought the 3000+ diplomatic cables that Wikileaks are leaking on Indonesia will be interesting and worth a read. My answer, Yes!
No matter what is in these cables, they are going to make for interesting reading. This is particularly so for those who consider themselves knowledgeable on all things diplomatic and Indonesia / USA relationship wise. For those that are truly in the know, or those that are on the coal-face of this relationship, or those who are passionate about the study of the Indonesian / US bilateral relationship are likely to be more disappointed than anything else. These are secret and confidential cables. They will include some nice tidbits and probably some comments that will cause offense both at home and abroad, but they are unlikely to be earth shattering.
Yet, it is worth putting a modifier on that. For example, if one of the cables included a statement to the effect that there was evidence that SBY was on the Bakrie payroll, now that would be a pearler. It might not be earth-shattering, let's face it, it would be an easy assumption to make considering the ease with which Bakrie gets "passes" on everything that should tarnish and sink him for ever as a political player. Nevertheless, it would be fun to watch the fallout and the subsequent spin.
So, in light of the question, here are a couple of choice cable exchanges that I would be intrigued to read:
"SBY prefers to sing than to lead!"
Or, "the 2009 election was clearly not fair despite what the Carter Center may have said in its report. Evidence suggests that on the orders of SBY, Partai Demokrat spent huge sums of money to manipulate voting in areas outside of Jakarta!"
Or, "SBY: can't sing, can't dance, can't lead, all round waste of time, effort, and space. Indonesians are holding out to 2014 believing something is better just around the corner!"
Or, "despite public protestations to the contrary, SBY has performed poorly on key election promises relating to corruption and terror."
Or "the recent good results on the elimination of terrorists is really nothing more than elements of the national police and military cleaning house and tidying up some 'loose' ends!"
Or, "The Minister for Communication and Information is publicly an avid anti-porn advocate however he is known to frequent massage parlours that offer a plus plus service. Obviously, the man has an insatiable appetite for the bump and grind considering he has four wives and seven known mistresses!"
Or, more on TitS..."the Minister for Communication and Information's staff have been secretly trying to set up a session with Vicky Vette to determine whether she was serious about her offer to 'pleasure' the Minister. It is widely known that the Minister has a 'thing' for blondes with big breasts. One of his staff members noted that the Minister was a 'TitS man'. Maybe he meant that TitS is the man?"
Or cables along those lines. I could go on and on and on with the possibilities. I am sure that you, if anyone reads this, will have some of your own. So, feel free to share.
Once again, this is tongue in cheek. No 'real' offense is intended.

A White Man in a Black Mask...
Perhaps the demand for ever better special effects and the rapidly improving skills of special effects practitioners will give rise to ever more frequent dilemmas for law enforcement, and perhaps the community as a whole. I recently wrote about a young Chinese man who donned a real life face mask that made him look like an old man as he boarded a flight to Canada. Another case of real life facial masks being used to perpetrate crimes has come to light in the USA.
Conrad Zdzierak is a white man. He robbed four banks, a credit union, and a pharmacy while wearing a mask. Not any ordinary mask, but the very real looking face mask of a black man. In fact the mask was so lifelike that the police initially arrested a black man for the crimes that Zdzierak committed while in disguise. The fact that a black man was arrested is not an indictment on police, rather it is testament to the quality of the mask that the company, SPFX Masks, produced. This is especially the case when one considers that the mother of the black man that the police initially arrested confirmed that it was her son when police showed her some CCTV footage of the crimes being committed.
However, being fortunate to have the mind that I do, one that allows me to come up with some outrageous possibilities, I came up with this scenario.
Obviously SPFX Masks have some real talent when it comes to creating masks. So, imagine that they create an Osama bin Laden mask. This mask is very lifelike. Someone buys the mask. Maybe for Halloween or just as a joke among friends. The US wants Osama bad, so bad in fact that they are happy to have the man "dead or alive". So, imagine this, our Osama bin Laden lookalike is walking down the road to his Halloween party. The police see him and recognise that they have a really big scoop on their hands. They ask Osama to stop, at which point Osama gives them the bird; the old one-finger salute, and then lifts up his robes to reveal some aluminium foil strapped to his body. The police shoot him dead.
Let's face it, no one seems to know where Osama is. So, he could conceivably be wandering the streets of middle America, right? Therefore, is it the fault of the lifelike mask wearing Halloween party-goer for being silly enough to wear the face of the most wanted man in the world?
The special effects technology is great for entertainment value, but it is also generating some serious headaches for law enforcement as they seek to maintain law and order, particularly with regard to national security and terrorism.
The other scenario that I thought of while I was writing about lifelike Osama bin Laden masks was, perhaps Saddam Hussein is not dead after all. Maybe it was just some unfortunate soul forced to wear a lifelike Saddam mask and take the plunge on his behalf. Maybe Saddam is currently enjoying life somewhere in the Caribbean or South America.

Does the Government Have A Right to Sexually Assault You?
Two recent cases suggest that the government believes it has a right to touch your genitals, particularly if you choose not to have a full body scan (pretty explicit, huh?) done when you seek to board an airplane in the USA. The case of Erin Chase and John Tyner highlight just how confronting the "enhanced pat-down" procedures are. You can read Erin's blogpost about the incident here.
The "enhanced pat-down" procedures are conducted by the Transportation Security Administration or TSA.
The pat-downs take place if a traveler refuses to have a full body scan done. If a refusal occurs then the passenger is taken off to a special screening area and subject to the pat down. If the passenger refuses a pat-down then they cannot board the aircraft. And, in the case of John Tyner, a TSA official will suggest to you that you will get into serious trouble and run the risk of a substantial fine, especially if you bail out in the middle of a screening.
Cutting to the Chase case, the TSA official did not inform her about the procedure, she just went ahead and did it. The enhanced pat down, as Chase described it, included the TSA officer touching both of Chase's breasts and her vaginal area, including both labia.
In any other circumstances this would be sexual assault. Perhaps the government is working on the assumption that if you refuse the body scan then you consent to the enhanced pat-down. Therefore, it cannot be assault because you are consenting to the procedure. In essence, you are consenting to a complete stranger touching your nether regions for the purposes of security.
I am sure there are those of us out there who believe that this is not a breach of our civil liberties and that if it makes us more secure, then it is worth it. I am also certain that there are plenty of us out there who are struggling with seeing how the enhanced pat-down procedures can be truly justified. Whatever happened to the idea that you could be swabbed for explosives? After all, it was the attempt to blow up an aircraft with exploding undies which triggered these procedures. So, why not just swab people's hands and clothes?
It would seem that despite the litany of complaints and the genuine concerns people have with the procedures, the TSA is not going to back down. So, the enhanced pat-down procedure seems like it is here to stay, at least for a while.
The final image here is an alternate view of one of the images above. The technology is certainly capable of getting the details of a whole lot more than whether you are carrying a gun or a knife or some other sort of contraband.

I Am Spartacus...
No matter what the occasion, no matter what the circumstances, and no matter how funny you think you might be being...don't do it!
Paul Chambers has learned this the hard way. His lesson has also shown how far we have come in taking the silly to the extreme of seriousness with respect to consequences. Chambers crime was to jokingly suggest in a Tweet that he might have to blow up Robin Hood Airport in northern England if the airport stayed closed because of snow. There is obviously nothing micro about micro-blogging site Twitter. The actual message looked like this: "Robin Hood Airport is closed. You've got a week and a bit to get [it] together, otherwise I'm blowing the airport sky high!!"
In that perversely funny way there is nothing very charitable about Robin Hood in this story.
Unfortunately, for Chambers, an airport manager discovered the Tweet and reported it to a superior, who then reported it to police. The initial discovery came five days after the tweet was made, but for some reason the message was deemed to be "non-credible" but worthy of being passed onto police.
Chambers was charged and convicted for sending the Tweet. He appealed. That appeal was rejected and he was fined and ordered to pay costs.
The case has attracted plenty of attention from all directions. Stephen Fry has offered to pay any fine that Chambers ultimately is required to pay. However, the Twitter-sphere has ratcheted-up support for Chambers. In Twitter-land "IAmSpartacus" has been used as a tag to show support for Chambers. In fact, "IAmSpartacus" has become a hot trending topic.
The "IAmSpartacus" tag comes from the 1960 Stanley Kubrick film "Spartacus" starring non other than Kirk Douglas. In the film Spartacus' fellow rebels adopt his name in a show of solidarity.
What I do not get about this case is how a non-credible threat results in a charge and a conviction, which is then upheld on appeal. The offending Tweet was clearly a joke. In these times, a poor joke. I find it difficult to see how if Chambers had been serious about blowing up the airport that he would have Tweeted those plans in advance. Oh well!

And...For USD700 You Can Be Old and White Too!
A young Chinese man goes internet shopping and buys a silicon mask for USD700 or thereabouts. The mask is that of an old white man. He puts it on and gets on an Air Canada plane from Hong Kong bound for Vancouver. It surely is not that simple, right?
To board an international flight surely this young man must have had a passport or two. One passport with a happy snappy of his assumed persona of the old white fellow and his "real" identity as a young man in his twenties. In any event, he undisguised himself mid-flight and someone noticed and the authorities were waiting for him on arrival on Canadian soil. He was promptly arrested and equally prompt was a subsequent claim for asylum.
The implications are pretty big on this one. Why haven't the "terrorists" been using this idea before? Or have they? Perhaps Osama Bin Laden is not holed up in the mountainous regions of Pakistan, but living happily in New York City with the aid of a good silicon mask.
The very idea puts a severe dent in the idea that people should legitimately be concerned of travelling on flights with Muslims who are dressed in full Muslim garb (whatever that might be). There was an instance of this just recently where Juan Williams was fired by NPR and then hired by Fox after suggesting he was concerned in this way.
The reality is that the old white fellow you are sitting next to on your next flight might be none other than Mohammed al-Zawahiri or the main man, Osama Bin Laden or some yet to be identified serial killer or warlord from some despotic regime somewhere. Why, it might even be Barack Obama going undercover in the international interest to test out security procedures.
In all seriousness though, this case highlights that very simple adage "where there is a will, there is a way".
I recall reading somewhere last week that European airline operators were complaining about the over-zealous nature of US flight security measures. I think that the x-ray of shoes was one concern. However, perhaps now passengers aside from having to volunteer for full body scans or the almost porn kind will now also have to allow someone to have a gentle tug on their face to make sure that it does not come off prior to boarding a flight to anywhere. The beauty of Homeland [in]Security.
So, next time someone wearing a uniform at the airport asks to have a pull of your nose before issuing a boarding pass, remember they are just wanting to make sure that your face is really your face. May Michael Jackson be resting in peace, but could you have imagined what might have transpired there?

Detachment 88, Torture, Australian Funding...
I am guessing that Kev '07 has not actually had to have any discussions on this hot potato just yet, but rest assured these happy chats are on the horizon. Some officials from the Australian Embassy in Jakarta have already done some preliminary leg work in determining whether the allegations have any substance. It would be a rare occurrence in Indonesia if this sort of smoke was not based on a little fire somewhere. The chances are that there is some substance to these allegations.
So, what are the allegations? Detachment 88 is a special Indonesian police unit that was created to be at the forefront of counter terrorism initiatives in Indonesia. The unit receives substantial levels of funding, and training, from the Australian government. Detachment 88 was formed in the wake of the Bali Bombings. The number 88 represents the number of Australians who lost their lives in the first Bali Bombings. Other meanings for the number 88 range from the number 8 looks like a pair of handcuffs to 8 being a lucky number.
The allegations are that Detachment 88 were responsible for the torture of a number of activists / separatists in the province of Maluku from 2007 through to 2010. The torture includes beatings with wooden and steel bars, forced sexual activity, being burned with lit cigarettes, plastic bags being placed over prisoners' heads, and being stabbed with nails and other sharp objects.
This is a "no brainer". Australia must stop all funding to Detachment 88 pending a review of the allegations. If the allegations do not pan out, then the funding can resume with a much greater level of confidence in the understanding that the money is being used for the purposes intended. If the allegations are proved, then those guilty of committing crimes must be prosecuted to the full extent possible under Indonesian law.
Paying others to do our dirty work in ensuring that we remain safe as we travel in Indonesia does not allow us to hide behind the claim that end justifies the means or that we should turn a blind eye to the occasional indiscretion.
Are we prepared to let Detachment 88 torture Indonesians under the guise of counter-terrorism when really what they are doing is seeking to suppress domestic political dissent? Are the human rights of our neighbours negotiable because they are there and we are here?
What price are we prepared to pay for safety and freedom from fear?

Oh Dear, SBY...
It appears that the latest arrests of terrorists in West Java overnight uncovered a plot to harm the Indonesian President.
I wonder if he has ever sat down and thought about why it seems there are so many people out there willing to lay it all on the line to kill him? He must have, mustn't he?
The point is that I would imagine that most leaders of large democracies have the crazies lurking out there and stalking them. All the while making all manner of plans to wreak havoc and cause mayhem, and maybe get an assassination plot up and running. But, you so rarely hear of them with other leaders.
So, I wonder whether there is a belief amongst SBY's closest advisors that making snippets of these plots and arrests public knowledge that there will be a positive bounce in opinion and popularity polls of the president?
I only ponder and pose these questions because I just do not see the point of adding a potential assassination plot into the mix. These arrests could have been made, terrorists links could have been established, and legal processes undertaken without the need to make the primary news, "look at me, I must be the good guy because there are terrorists out there trying to kill me!"

Is It Safe For Australians to Travel to Bali?
According to the advice, rabies is a real threat to Australian travellers. Also, a violent feud between rival taxi companies has also escalated to a point where the Australian authorities consider there to be real risks to Australian holiday makers on the island of Bali. These two issues are additions to the standard fare about the ever-present threat of terrorism and natural disasters.
So, the question is: "Should Australians travel to Indonesia, and particularly Bali, in light of the travel advice?" Yes. If you want to go to Bali then you should not be deterred by the issuance of this travel advisory. Travel, like any other human activity, comes with risks and rewards. The simple equation you have is as a traveller is to balance those risks and rewards and make an informed decision on whether to go or not.
Travel to Indonesia is really about being aware of your own personal safety and surrounds. If you are a little bit more conscious of not placing yourself in dangerous situations then you are unlikely to be harmed. The chances of one being killed in a terrorist attack are small. If you are worried about dying, then have a look at statistics for what kills people while they travel and my guess is that you will find rabies and violent taxi feuds rank pretty low on the scale of misadventure. It is not being argued that it is impossible, but it is being argued that the risks are negligible if you use your brains.
That is the rant for today.

Have You Seen This Man -- Osama bin Laden...

It has been a few years since Osama bin Laden, or Usama bin Laden depending on your preference, has made a public appearance anywhere or a photo of him has been released showing him alive and well. Nevertheless, with technology at the level that it is, and the Federal Bureau of Investigation (FBI) convinced that the world's most-wanted man is alive and out there somewhere, they have released the above digitally age-enhanced images of Osama bin Laden and another 17 most-wanted fugitives. The digitally and age-enhanced images are available via the US State Department and the Rewards for Justice program. They are also available on the FBI site in their most-wanted terrorists section.
The fact that there is an image of Osama bin Laden with a head of hair and his beard shaved off and in western style clothes seems to suggest that the FBI has no idea where the fella is at, and concede that he might be living somewhere where a suit and tie would help him blend into the crowd.
So, if you see this man, or any of the others, you should probably contact your nearest law enforcement office and the FBI. You should probably also expect that they do not, and will not, want to go quietly so a citizen's arrest is probably not a good idea. All are considered to be armed and dangerous.

X-Ray Scanners, Naked Images, Child Porn, and Airports...


Manchester Airport is trialling an X-ray machine that is being used to scan passengers before they enter the departure lounge of the airport. The scan takes a few seconds and are expected to do away with the need for a physical frisk of the traveler as they go through security checkpoints. There would apparently be no need to empty your pockets as the scanner would identify all and sundry in your pockets or take off your shoes.
It seems that the scanners can do a little bit more than that, as they will also identify any implants a traveler has. So, anyone with breast implants or a little uplift in the buttocks area will find themselves subject to a few smiles no doubt from knowledgeable scanner operators.
However, in an interesting twist, some child advocacy groups have wondered out loud whether the "naked images" that these scanners are capable of, violate child pornography laws. Airport authorities are saying that they do not, and in any event the images are immediately destroyed if there is no reason for them to be saved. Although, faces and skin color might not be identifiable in the scans, the genitals are clearly outlined in the x-ray scans.
The outlines of a child's genitals would seemingly be a violation of most child protection laws throughout the world. These laws, generally, make it an offense to show or make and indecent image of a child. The outline of a child's genitals would conceivably, and arguably, be an indecent image. The UK child protection statute even includes the term "pseudo-photograph" which a scanner image arguably is.
This story will undoubtedly continue to develop as the legal issues are further explored.

The Jakarta Bombings and Democracy...

The death of Noordin M Top provided the Indonesian National Police with a wealth of information and data apparently. During the shootout which saw Top finally topped, the police managed to recover a laptop that supposedly belonged to Top.
The police have today said that the laptop contained a number of videos. One of these videos was supposedly shot on 21 June 2009, about three weeks prior to the bombing, and shows the bombers, Dwi Permana and Nana Ikhwan Maulana, having a meeting that is being described as a picnic by some, in the vacant lot opposite the JW Marriott hotel and not far from the Ritz-Carlton hotel.
The video is allegedly shot by Saifuddin Jaelani. The video zooms in on Nana pointing to the hotels and saying, "this is our target". It is being reported that Jaelani's voice can be heard saying, "destroy America, destroy Australia, destroy Indonesia".
The video then cuts to Dani saying, "this is not suicide, this is what our enemies fear!" Dani then goes on to say, "this is an obligation for all, those who do not execute this obligation are sinners." Remember, Dani is just a youngster at 18 years of age. If Top and his jihadis could convince an 18-year-old to become a suicide bomber, then it is fair to say that they are a sophisticated and dedicated organization.
If anyone thinks that the death of Top puts an end to the scourge of terrorism in Indonesia they just do not understand the nature of the beast, or the mindset of those, who will go to any lengths to create a world in their own warped version of what they think God intended it to be. There might be a lull, but this is likely to be a lull before the storm. The laptop, according to police, also indicates that Top's band of jihadist warriors were well-organized, well-equipped, well-supported, and had recently re-established links with other terrorist organizations like al-Qaeda.
Apparently, the laptop also includes a letter that Jaelani wrote to his family accusing Americans and Australians of "slaughtering his brothers". This explains the earlier comment, but may also go to show why the James Castle Breakfast gathering was targeted in the JW Marriott. It would seem a pretty good target for a terrorist trying to make a statement about American and Australian involvement in activities that a terrorist considers to be an insult to Islam and an affront to his Muslim brothers.
But, perhaps most terrifying for Indonesia and Indonesians is that Top and his band have decided to target Indonesia and Indonesian interests and the Indonesian government because of its efforts to promote democracy. This begs the question, when one considers, and in spite of the teething problems, the majority of Indonesians would consider more open government and greater democracy a step in the right direction.
It would seem that the more fundamental interpretation of Islam adopted by Top and Jaelani runs counter to what the great majority of Indonesian Muslims believe with respect to democracy.
Perhaps, the drive to democracy will be the trigger that invigorates moderate Muslims to oppose the radical or fundamental elements that seek to destroy rather than build on Indonesia's potential for greatness.

Noordin M Top -- Dead

Noordin M. Top is dead. His death has been confirmed by Indonesia's National Police Chief, Bambang Hendarso Danuri, today.
Top was killed in a raid on a suspected terrorist hideout in Solo, Central Java. This brings to an end the seven or so years that Top has spent on the run terrorizing and killing innocent Indonesians and foreigners. The identification has been based on fingerprints on file with Malaysian police authorities.
Top was the leader of a small splinter group, Tandzim al-Qaeda, which separated from Jemaah Islamiyah (Jemaah Islamiyya). Apparently, Jemaah Islamiyah had become too soft for Top's liking as JI was moving away from violent jihad. Although, if one listened to the rhetoric and oration of JI's alleged spiritual leader, Abu Bakar Ba'asyir, you might wonder if this were true.
It might have been better if Top had been capture alive because he would potential be a well of information that if properly handled might have assisted in averting future terrorist attacks in the months and years ahead. But, by all accounts Top was never likely to be captured without a fight, and it seems he has gone out with a bang, so to speak.

Fatwas and Terrorism...
More importantly, how should Muslims respond to competing fatwas or competing interpretations of what is acceptable with respect to violence perpetrated in the defense of the religion of Allah? There are plenty of Muslim organizations, and Muslims, throughout the world that are seeking to issue fatwas against terrorism as a means of distancing the faith from the criminal acts of a few. The YouTube video below relates to a fatwa issued in India.
This post is not suggesting that terrorism is a Muslim issue alone or that only Muslims perpetrate terror. However, the post is dealing with the issue of fatwas and terrorism, and this is a discussion within the framework of Islam and the interpretation of what is forbidden (haram) and what is permitted / legitimate (halal).
This is an interesting question. I thank Harry over at Multibrand for, in essence, challenging me on the issue, and also Tikno over at Love Ely for pointing me to the Indonesia version of a 2004 Fatwa on terrorism issued by the Indonesian Ulema Council (Majelis Ulama Indonesia / MUI).
In the Indonesian context, a fatwa is not binding in a strict legal sense. The government may consider them and may even adopt them if they are so inclined. However, adoption would require the codification of the fatwa into law. This is something that happens to a certain degree in matters relating to Islamic finance where the MUI plays a role in determining what financial products are legitimate under the rules of Islam. These are then codified in laws and regulations enacted by the state.
Furthermore, Indonesia already has an Anti-Terrorism Law (Interim Law No. 1 of 2002 / Law No. 15 of 2003) so is there a need for a fatwa forbidding conduct which is already prohibited in the criminal legal sense? I have taken the time to translate the MUI fatwa and would be happy to send it out if anyone wanted a copy in English. I am reluctant just to post it here because I am hopeless at formatting and "stuff" within the blogspot framework.
The fatwa is interesting because it does not forbid in an absolute sense the killing of oneself in the defense of the religion of Allah. Yet, the fatwa goes to considerable lengths to try and point out that random suicide bombings with undefined targets is absolutely against the teachings of Islam.
The primary difference in the fatwa between terrorism and jihad is that terrorism is used for destructive purposes and to cause chaos and fear whereas jihad is a legitimate struggle to defend the faith. Unfortunately, the violence perpetrated in both cases can be the same, but the intent of the perpetrator is what makes the difference. If the perpetrator is amaliyah al-istisyhad or undertaking the action in search of syahid, then this is acceptable. In contrast, where the perpetrator is one who kills themselves and others because they are a pessimist has therefore sinned in the eyes of God and has committed a crime that can never be permitted by Allah or Islam.
Therefore, the violence is a matter of perception with respect to whether it is legitimate or forbidden. Yet, the fatwa states that the act of suicide bombing is an act of despair and is therefore forbidden under the laws of Islam irrespective of whether it is done in a time of peace or a time of war or in an area dominated by Muslims or in areas dominated by other faiths.
But, in the next point of the fatwa a suicide death where the losses inflicted on the enemies of Islam are greater than those inflicted upon Islam would constitute amaliyah al-istisyhad. However, this is seemingly modified by the phrase dar al-harb which is reasonably translated as regions at war. Yet, it can also be translated to places where Muslims are in the minority and are therefore in constant struggle to practice their faith.
What is interesting about the MUI fatwa was that it was issued in 2004 and even today it is not widely known and has not been widely discussed. It is interesting because wider and more open discussion of the fatwa and terrorism could have made a significant contribution to the understanding of the "problem" of terror and how the Indonesian Muslim community is seeking to deal with it.
There are plenty of sites dedicated to debunking fatwas on terrorism as nothing more than fakes of ways of diverting attention from the real intents and purposes of terrorism. To each their own.

The Plot To Assassinate SBY -- Part II

It would seem that not everyone is buying into the plot to assassinate SBY as allegedly hatched by Noordin M Top and his band of terrorist colleagues. Some are openly cynical about the evidence provided to date, and have no qualms about suggesting the police have been part of a beat up in order to boost the popularity of the chosen one, aka President Susilo Bambang Yudhoyono or SBY.
The claims by experts in the field are that the idea that there was a concrete plan to assassinate the president are baseless, at least at this point in time. Anak Agung Banyu Perwita of Parahyangan Catholic University has said that the bombings of the JW Marriott and the Ritz-Carlton hotels along with the recent raids on the supposed hideouts of Top and his colleagues is hardly convincing proof of a plot to assassinate. In fact, Perwita went so far as to say that the raids were nothing more than a publicity stunt to boost the president's popularity.
The assassination plot was intimated in the speech that SBY gave in response to the most recent bombings of the JW Marriott and Ritz-Carlton hotels. The recent raid in Jatiasih, Bekasi, on the outskirts of Jakarta, and the subsequent discovery of 500kgs of explosives is the proof of the assassination pudding. It is being argued that the proximity of Jatiasih to Cikeas, Bogor, and the private residence of SBY is proof that the terrorists were targeting the president for assassination. A long bow by any stretch of the imagination. One would hope that the police have a little bit more than that.
It might be a little dangerous to assume that they do.
The party of Megawati, PDI-P or the Indonesian Democratic Party for Struggle, through one of their members on Commission I, Andreas Pareira, has said that the statements of the National Police Chief, Bambang Hendarso Danuri, are nothing more than assumption and speculation. For Pareira, the idea that Top is now targeting the president signifies a major shift in the manner in which Top's organization is operating. Top and his band of terrorist cohorts have traditionally targeted western interests.

Indonesia's Most Wanted Malaysian -- Part III

Most of the recent reports are suggesting that the of the men killed in yesterday's raids against Noordin M Top and his associates have not, as initially reported, resulted in the death of Top. This might be a big dampener for Kevin Rudd, Prime Minister of Australia, who has reportedly already called Indonesia's President, Susilo Bambang Yudhoyono (SBY), to inquire about Top and congratulate his Indonesian counterpart on killing Top.
Australia's Foreign Minister, Stephen Smith, has been a little more realistic in stating that it is still too early to tell whether any of those killed is Top. So, rather than speculate, he is going to wait and see. Although, what is clear is that the Australian government is appreciative of the efforts of Indonesia and the fight against terror.
Top is responsible for a large number of deaths, and the deaths of almost 100 Australians, in a series of bombings starting with the first Bali bombings of 2002.
I would not be sad if Top was killed yesterday. I would also not be sad if he was killed at some point in the future during a similar raid. If the man is guilty of the crimes that he has alleged to have committed, then there is no reason that I can conceive of to be sad. However, this lack of sadness must not be construed as condoning his killing.
To the contrary, my preference would be to see the man caught, interrogated, and then tried for his crimes. It is clear what a guilty verdict would mean in this case, particularly when one considers the sentences that were handed down to foot soldiers like Amrozi, Mukhlas, and Samudra.
Confirmation, one way or the other, will happen over the next week or so.
Postscript...
Then again, maybe not a week or so. Counter-terrorism forces are anonymously confirming that the fingerprints of the dead terrorist do not match those of Noordin M Top.
This is not good. The longer this man evades capture and succeeds in killing innocent people his status among his followers only increases as does the likelihood that his following among those vulnerable to his influence will also increase.

Indonesia's Most Wanted Malaysian -- Part II

Latest reports are suggesting that the game might be up for Indonesia's most wanted Malaysian, Noordin M. Top.
It is being reported that either Top has been arrested already or is engaged in a firefight with authorities in Central Java. It would be better that he is arrested in terms of gathering more intelligence on the network. Although, I would be guessing that the interrogation is probably not going to be pretty.
Kompas is also reporting that there is a pretty good likelihood that the game is up for Top.
Detik.com is also reporting that there has been related activity in Jatiasih in Bekasi where police have shot and killed two suspects and raided a house where they have found a live bomb and grenades.
Perhaps the net has not only tightened, but it has now closed on Top.
Postscript...
Word on the street and in the press is that Noordin M. Top is no longer living. I do not figure that this is a good time to be wondering about the paradise that is supposedly awaiting him for doing honor to his God by acting in his name.
Postscript II...
Maybe Noordin M Top has not been topped after all. According to this article, Sidney Jones of the International Crisis Group, is suggesting that Top is still alive and well. In another piece over at Yosef Ardi's blog, he is quoting sources that are now confirming that Top was not one of those killed in yesterday's raids.
If these reports are true, then more violence is certainly on the cards. Although, the seizure of 500kgs of explosives is likely to slow planning down somewhat for the next attack.

Australian Travel Advice -- Indonesia -- 30 July 2009

This is the latest travel advice for Indonesia that I have received.
Make of it what you will. The internal links are working when I checked them. What appears below is the overall summary of the advice. I have also cut and pasted the section on terrorism. This section includes a statement that Indonesian authorities have provided information that terrorists may be intending to kidnap foreigners. If you want to read the advice in full, then follow the relevant links.
Summary
- The World Health Organisation (WHO) has confirmed cases of H1N1 Influenza 09 in a number of countries throughout the world, including Indonesia. For a list of these countries, visit the WHO website. For further information and advice to Australians, including on possible quarantine measures overseas, see our travel bulletin on H1N1 Influenza 09.
- We advise you to reconsider your need to travel to Indonesia, including Bali, at this time due to the very high threat of terrorist attack.
- On 17 July 2009, terrorists detonated bombs at the Ritz-Carlton Hotel and the JW Marriott Hotel in Jakarta. Australians were among those killed and injured.
- There is a possibility of further terrorist attacks in Jakarta and elsewhere in Indonesia, including Bali. In past years, terrorists have attacked nightclubs, bars, restaurants and hotels in Bali and Jakarta. In the wake of the 17 July Jakarta bombings, we judge that these types of venues in Bali and Jakarta are still targets of interest to terrorists.
- We continue to receive credible information that terrorists could be planning attacks in Indonesia and that Bali remains an attractive target for terrorists. You should exercise great care, particularly around locations that have a low level of protective security.
- If you do decide to travel to Indonesia, you should exercise extreme caution.
- Previous terrorist attacks against Westerners in Bali and Jakarta indicate these areas are priority targets. You should take particular care to avoid places known to be terrorist targets. See the Terrorism section for details.
- Presidential elections were held on 8 July 2009. There were incidents of violence in Papua during the parliamentary elections in April 2009, including attacks on infrastructure. There is a possibility of further attacks, including on infrastructure, in the period surrounding the Presidential elections.
- Since 11 July 2009 there has been a series of violent attacks near the Freeport Mine in Papua. One Australian has been killed in these attacks. Further violence is possible.
- Australians should avoid all protests, demonstrations and rallies as they can turn violent.
- We advise you to read carefully the sections on travel to Aceh, Central Sulawesi Province, Maluku, Papua and West Timor where additional safety risks exist.
- The World Health Organization (WHO) has confirmed human deaths from avian influenza in Indonesia, including Bali. The Indonesian Government has declared that rabies is present in Bali. See the Health Issues section below for advice to Australians travelling to or resident in Indonesia.

Indonesian authorities have warned that terrorists may be planning to kidnap foreigners.
Attacks against Westerners in Bali and Jakarta indicate that these areas are a priority target for terrorists. Suicide attacks against locations frequented by foreigners in Bali and Jakarta such as the 1 October 2005 and 12 October 2002 Bali bombings and bomb attack outside the Australian Embassy in Jakarta in September 2004 killed and injured many people. Westerners were also targeted in the bombing of a five-star hotel in central Jakarta in August 2003. We cannot rule out the possibility of another attack targeting Westerners, including Australians.
In planning your activities, consider the kind of places known to be terrorist targets and the level of security provided at venues. You should take particular care to avoid places known to be terrorist targets. Tourist areas and attractions throughout Indonesia and tourists travelling to or from these places, including those in tour groups or tour buses, could be targeted. Other possible targets include international hotels, clubs, sporting clubs and venues, restaurants, international fast food outlets, bars, nightclubs, cinemas, theatres, Jakarta's embassy district and diplomatic missions elsewhere, international schools, expatriate housing compounds and Western interests and businesses. Places frequented by foreigners, central business areas, office buildings, churches and other places of worship, airlines, airports, public transport and transport hubs, shopping centres, premises and symbols associated with the Indonesian Government, and outdoor recreation events are also potential targets.
Due to security concerns, security at the Australian Embassy in Jakarta and the Consulate-General in Bali is at a high level. The Australian Embassy has advised its staff and their families to be particularly careful in how they travel or walk to and from the Embassy.

The Terror Master Plan for Indonesia -- Noordin M. Top

The idea of a terrorism master plan for Indonesia being in existence since at least 2002 and known to anti-terror authorities since 2005 is hardly surprising. The master plan was found on the computer of Azahari bin Husin who was shot dead by police in November of 2005. Azahari and Noordin M. Top worked closely together in the planning and carrying out of terrorist bombings in Indonesia. And, they are both Malaysian.
What is surprising is that it is only being made much more fully public in 2009. Even if one were to give the relevant authorities the benefit of the doubt that parts of this master plan had to be kept secret in the immediate aftermath of its discovery, does not justify it being kept secret through to 2009.
The master plan allegedly shows that the perpetrators of the most recent bombings, who are now being directly linked to Top, are part of this plan. The master plan also suggests that there is more public exposure on an international scale if places that are world-renowned are targeted or the victims are high-profile. High profile in this context notes explicitly that business executives will provide as much, if not more, media coverage for the cause than a couple of tourists.
The suggestion here is clearly that James Castle's business round table was the target of the suicide bomber. The intent being to kill and maim as many of the business people in attendance there as possible. By all accounts the terrorists fulfilled that mission.
Furthermore, the master plan also makes it clear that Bali remains a viable target. The viability of Bali is that it will provide large-scale media exposure. The Bali Bombings of 2002 shows this to be true. Probably scarier still is that the master plan suggests that prime tourist targets include fast food restaurants (such as KFC, McDonalds, among others), taxi queues at airports and other places where tourists congregate in order to travel, art markets (with the art market at Ubud being specifically singled out), open-air restaurants, movie theatres, shopping centers, and the Kuta beach.
My folks go to Bali every year. If anyone asks them about terrorism and do they feel threatened, the answer is always a resounding, no! The rationale or justification for their confidence is that they do not visit bars and pretty much only sleep at the hotel in amongst trips to the beach and some shopping. Their most recent trips to Bali have seen them staying with friends and not in a hotel.
This might no longer be a sensible rationale for those that stay in hotels and go to Bali just to shop and laze around on the beach.
The bombing at the Ritz-Carlton clearly showed that the bombers were targeting the Airlannga restaurant. It is one of the restaurants where guests can have their complimentary included breakfast for staying at the hotel. If the plan is to target breakfast time at major hotels in Bali, then the potential for mass casualties is a real one.
The fact that this master plan exists, and assuming that Australian authorities were aware of it, then the travel advisories issued by the Australian government and other governments were accurate when they stated things such as "intelligence exists that Bali remains a target for terrorists" (or words to that effect).
What this all means? To each their own. I would not hesitate to return to Indonesia, anywhere in Indonesia, Bali included. My philosophy on life has always been, "if your numbers up, then your numbers up!" Nevertheless, that said, it is always important to be aware of your own personal safety and make sure that you do everything you can to ensure that you do not put yourself in harms way.
Yet, when it is all said and done, if we let the terrorists dictate our lives through the use of fear, then we may still have our lives but we do not have our freedom.

The Faces of Terror...

The sketches are of the reconstructed faces of the alleged bombers. Both their heads were found at the scene of the crime. The sketches have been released in an effort to get members of the public who recognize the two faces to come forward and identify them.
Initially, authorities were leaning towards two men identified as Nur Hasbi and Ibrahim. However, it is being reported that the DNA tests on family members related to Hasbi and Ibrahim do not match the DNA of the alleged bombers.
The additional data accompanying the two sketches state that the Ritz-Carlton bomber was approximately 40-years-old, 165cm tall, with dark skin and black hair. The JW Marriott bomber is approximately 17-years-old (so very young), about 180cm tall, with light skin. The forensic teams must have also found a foot as it is noted that the Marriott bomber wears a size 42 shoe.
Identifying these two individuals is going to be important in determining whether or not the links alleged by SBY in his post-bombing speech that the attacks were coordinated attacks against him in response to his election victory and an attempt to undermine the economy can be made out. It will also be important in determining what the motivation for such wanton violence was. And, finally, it will bring closure to their loved ones.
Although some might not care much for the last point. However, the reality is that they were likely to be someone's husband, father, son, brother, uncle, or whatever, so there is probably someone, somewhere who loves them and misses them.
It seems that the police have allegedly captured and detained the wife of Noordin M. Top. I am not sure that this ups the ante on Top but if the police can get a head start on his next move then they might just be able to catch him. It appears that Malaysian police and their Indonesian counterparts are working closely in trying to break down what is an international operation under the guidance of Noordin M Top.
So, maybe in light of the differences Indonesia and Malaysia share over issues such as Ambalat and Manohara it is worth noting that Indonesia and Malaysia also share some common ground in the fight to unravel and eliminate terrorist organizations in their respective countries and the region.
Violence is not the answer. And, for this reason, the terrorists will never win!
